Mammoth crowd at ATM point(photo)

It has come to our notice that there is too much crowd in banks ATM cashpoints. Since yesterday December 23th till today there have been a very long queue at ATM cashpoints.
Another problem is that the ATM machine is not dispensing the complete amount requested by customers.
The question is what is causing this? Is it that money has finish in banks or poor services.
